The cement company that provided the material was later named in the indictment and saavy insiders paint a scenario like this: Cement testing discovers cheaper cement being poured than was specified by the architects. The company supplying the cement then sets out to corrupt the testers, inspectors and labs, Subsequently, weak cement is poured at nearly every structure that has been built in NYC in the last few years. A crime which would not have been uncovered if the investigation hadn't probed deeply enough.
The complexities of the issues raised by so much inferior cement being poured have just begun to surface.
